Bu çalışmada Türkiye İstatistik Kurumu (TÜİK), Sosyal Güvenlik Kurumu (SGK) ve Sağlı Bakanlığı (SB)’nın kamuoyu ile paylaştığı veriler değerlendirilerek, Türkiye’de sağlık harcamalarının kaynağının ortaya çıkartılması ile 2014 genel bütçesinde sağlık için ayrılan payın değerlendirilmesi hedeflenmiştir. Sağlık harcamalarının yıllar içinde arttığı, bununla birlikte her üç kurumun verilerinin uyumlu olmadığı izlenmiştir. Türkiye’de sağlık harcamalarının ana kaynağının kişilerden toplanan sağlık primi ile doğrudan cepten yapılan harcamalar olduğu saptanmıştır. Adalet ve Kalkınma Partisi (AKP) Hükümetleri döneminde sağlıkta devlet harcamalarının payının yıllar içinde azalarak 2012 yılında %20.5’e kadar gerilediği görülmüştür. 2014 yılı bütçesinde sağlıkla ilgili en büyük bütçe ve bütçe artışı hedefi, tedavi edici sağlık hizmetlerinin yönetiminden sorumlu olan Türkiye Kamu Hastaneleri Kurumu içindir.

In the present study, the data presented to the public by TUİK (Turkish Statistical Institute), SGK (Social Security Institute) and SB Ministry of Health) will be evaluated and the sources of health expenditures in Turkey will be examined as well as the budget allotted to health in 2014 general budget. It has been found that health expenditures have increased year by year and the data of the three institutions are not compatible with each other. It has been also found out that the main source of health expenditures in Turkey is the health premiums collected from individuals and out-of-pocket expenditures. It has been observed that the share of health expenditures in the state have gradually decreased to 20.5% in 2012 within the AKP (Justice and Development Party) era. In the 2014 budget, the greatest budget and budget increase target concerns the Turkey Public Hospitals Institution, which is responsible for the management of therapeutic health services.
