Sağlık turizmi, kamu sektörünü yönetişim mantığı üzerinden, özel sektörü sermaye birikim süreçleri üzerinden kesen, melez bir sektördür. AKP iktidarı döneminde sağlık turizmine yönelik teşviklerin arttırılması ve sektöre prestij kazandırılmaya çalışılması, iç ve dış politik gündemlerden bağımsız değildir. Sağlık turizminin gelir getirici özelliğini arttırmak amacıyla yönetişim eşliğinde özel sektörün yoğunlaşmasının önü açılırken, hasta/müşteri portföyünü geliştirmek için dış politik müdahaleler öne çıkmaktadır. Yakın dönemde dış politikada Körfez ülkeleriyle bölgesel, siyasi ve ekonomik ilişkilerin derinleştirilmesi, sağlık turizmine de sirayet etmektedir. Bu bağlamda, sağlık turizmi makro-politik bir enstrüman niteliği de kazanmaktadır.

Medical tourism is a hybrid sector that is related to the public sector through the governance logic and to private sector via capital accumulation processes. The eff orts to increase the incentives for medical tourism and to provide that sector with prestige during the Justice and Development Party (AKP) government are not independent of domestic and foreign policies. While the government pave the way for private sector in order to increase revenue of the medical sector in this context, it has been observed that a lot of external/ foreign interventions had been made to increase the patient portfolio. In the recent time, the developments in the regional, political and economic relations with the Gulf countries in foreign politics have also eff ect to medical tourism. In this context, medical tourism is becoming a macro-political instrument.
