Yazıda halk sağlığı konusunda günümüze kadarki en önemli uluslararası politik eylem olan 1978 Alma Ata konferansının hangi koşulların varlığında gerçekleştiği ve sonrasında neler olduğuna değinilmektedir. Konferans bir dönem kendine özgü jeopolitik ve ekonomik koşulların yarattığı Bağlantısızlar Hareketi ve Yeni Uluslararası Ekonomik Düzen Bildirgesi varlığında toplanabilmiş ancak bu elverişli dönemin sona ermesiyle de ilkelerinin uygulanma olanağı bulunamamıştır. Sonuçta, bildirgede sözü edilen ve sağlığın temel belirleyicileri olan sosyal, ekonomik ve siyasi eşitliğin kapitalist toplumlarda gerçekleşemeyeceği yargısına varılmıştır.

The article touches upon the conditions which promoted the organisation of 1978 Alma Ata conference, the most important international political activity to date and its aftermath. The conference could be convened with the existance specific geo-political and economical conditions of the period which created the Non-Alligned Movement and the New International Economic Order. Following the termination of this favorable period, the principles of the conference could not be realised. In conclusion, it was judged that the basic health determinants of social, economic and political equity could not be achieved in capitalistic societies.
