Aynı zamanda hekim olan HDP’nin eski Grup Başkanvekili ve eski Diyarbakır Milletvekili İdris Baluken, cezaevlerinde yaşanan hem sağlık hem de yaşam ihlallerini değerlendirmiştir Bedensel ve ruhsal gereksinimlerin tümünün kısıtlanması, sınırlandırılması ve kapalılık duygusu içinde, sürekli gözetleniyor hissiyatının oluşturulmasının temel sorunlardan biri olduğu hapishanelerde psikolojik baskı ve bireyin değersizleştirilmesi bütün bir işleyişin esasıdır. Hapishanelerde ne istendiği zaman ulaşılabilir bir sağlık hizmeti söz konusudur cezaevi ortamında ne de insan sağlığı ve insan onurunu esas alan bir sağlık politikası.
