Sosyal politika, kapitalizmin yarattığı toplumsal tahribat karşısında “işçi sınıfının mücadelesini dizginleyebilmek için burjuvazinin aldığı tedbirler ya da verdiği tavizler” olarak tanımlanabilir. Bu bağlamda sosyal politikanın gelişimi, kapitalist sistemde belirleyici olan sermaye birikim rejiminin ihtiyaç duyduğu yeniden yapılanma süreci ve buna karşı gösterilen toplumsal dirençten ayrı düşünülemez. Dolayısıyla Türkiye’de sosyal politika konusu ele alınırken, Türkiye’nin kapitalist sistemle bütünleşme süreciyle birlikte değerlendirmek gerekir. Osmanlı’nın ve onun ardından Cumhuriyet’in kapitalizme eklemlenme serüveni, ekonomik krizler ve askeri darbelerle şekillenen inişli çıkışlı bir seyir izlemiştir. Buna karşılık işçi hareketleri hemen her dönemde istikrarlı biçimde devletin baskısı ve denetimi altında tutulmak istenmiştir. Bu koşullarda -modern anlamda- sosyal politika uygulamalarının, sermayenin ve siyasi iktidarların belirlediği sınırların ötesine geçtiğini söylemek oldukça zordur. Bu çalışmada, Osmanlı’nın kapitalizmle bütünleşme sürecinden başlayarak, yüz yıllık Cumhuriyet’in sosyal politikaları, Türkiye’nin kapitalizmdeki dönüşüm süreçlerine eklemlenme dönemleri üzerinden ele alınacaktır.

Social policy in the face of the social destruction caused by capitalism can be defined as “ in order to restrain the struggle of the working class, the measures taken or the concessions made by the bourgeoise”. In this context, the development of social policy cannot be cogitated separately from the restructuring process required by the capital accumulation regime, which is decisive in the capitalist system, and the social resistance against it. Therefore, whilst one touches upon social policy in Turkey, it must be evaluated together with Turkey’s integration process with the capitalist system. The journey of the Ottoman Empire and the Republic of Turkey following it into capitalism followed a bumpy path shaped by economic crises and coup d’État. In resistance to this, worker’s movements in almost every era periodically have been tried to be kept under the pressure and control of the state. Under these circumstances, it is hard to say that social policy practices - in the modern sense- go beyond the limits set by capital and political powers. In this study, starting from the Ottoman Empire’s intentions of integration into capitalism, the social policies of the hundred-year-old Republic of Turkey will be discussed through the periods of integration into Turkey’s transformation processes in capitalism.
