Gelişmiş ülkeler öncelikli olmak üzere tüm dünya toplum yaşlanması ile karşı karşıyadır. Toplum yaşlanmasının sağlık, sosyal ve ekonomik pek çok sonucu bulunmaktadır. Yaşlanan bireylerin sağlık ve refahını desteklemek için kapsamlı ve sürdürülebilir politikalar oluşturulması gerekmektedir. Sağlık sistemleri, bu süreçte hem sağlık hizmetlerinin erişilebilirliğini artırmalı hem de yaşlı bireylerin sağlık ve sosyal bakım gereksinimlerini karşılamada daha eşitlikçi ve etkili yaklaşımlar geliştirmelidir. Birçok ülkede yaşlı sağlığı hizmetlerine yönelik politikalar, hem uzun süreli bakım hizmetlerinin geliştirilmesi hem de bu hizmetlerin finansmanının sürdürülebilirliği üzerine odaklanmaktadır. Yaşlı sağlığı/ bakım politikalarının temelini erişilebilir, sürdürülebilir, insan onuruna yaraşır, birey temelli, entegre, nitelikli hizmet oluşturmaktadır. Yaşlı sağlığı hizmetlerinin örgütlenmesinde ve finansmanında farklı modellerin uygulanması, her ülkenin politik, ekonomik ve sosyal koşullarına bağlıdır. Bu çalışmada dünyadaki yaşlı sağlığı politikalarının temel özellikleri sunulduktan sonra İsveç ve Almanya’nın sağlık ve sosyal bakım hizmetlerine ilişkin uygulamaları paylaşılmıştır.

The whole world, particularly developed countries, is undergoing population ageing. The process of population aging gives rise to a range of consequences with implications for health, social structures, and the economy. It is necessary to establish sustainable and comprehensive policies in order to support the health and well-being of the elderly. Health systems should both enhance the accessibility of health services and implement more effective and equitable strategies to satisfy the health and social care needs of the elderly. In the majority of countries, policies pertaining to the health services of elderly should prioritize the enhancement of long-term care services, while concurrently ensuring financial sustainability of these services. The foundation of health/care policies for the elderly is comprised of accessible, sustainable, individual-based, integrated, and qualified services that uphold human dignity. The organization and financing of health services for the elderly varies across countries, depending on their political, economic and social circumstances. This paper provides fundamental features of health services for the elderly around the world and subsequently, examines the health and social care practices of Sweden and Germany.
